Added option `--boundary-ids` to import exposure using districts names
The current MR is part of the problem discussed here.
There are various ways to import exposure data, but until now, it was not possible to import exposure data that is bounded within a district boundary. To tackles this challenge, the MR is created in exposure-share.
Since the functions used in exposure-share are stored in exposure-lib, the current MR deals with the changes that need to be made in exposure-lib regarding this issue.
